San Francisco Daylighting Interpretation
The state law grants jurisdictions to turn up to 20 feet of curbs into red parking zones (no parking) but I believe San Francisco has stated it can use discretion and paint curbs less than that based on various factors of said intersection i.e. speed limit, number of car lanes, parking set i.e. perpendicular, parallel or angled parking, lighting, reported incidents etc.
I will update this once I get confirmation from SFTMA.
San Francisco Daylighting Implementation Timeline
Phase 1: High Injury Network (925 intersections)
Initially targeted to be finished in summer 2025 but sounds like it is completed as Phase 2 update says it was finished ahead of schedule.
According to SFMTA: “The 12% of city streets that account for 68% of severe and fatal traffic crashes.”
Phase 2: Around Schools
Original ETA was end of 2025, but update on SFMTA site says this phase is completed ahead of schedule.
Phase 3: Citywide (Remaining Intersections)
Initial timeline was end of 2026 but given speed of previous phases, I wouldn’t be surprised if they finished earlier than that i.e. late summer/early fall 2026.
District 5 will be the first district in San Francisco to be fully daylighted.
San Francisco Daylighting Enforcement Schedule
Up until recently, SFMTA was issuing warnings (zero fine tickets) to those who were parked in red curbs intersections but that will change.
SFMTA Daylighting Ticket Fines
Initially, SFMTA was going to issue fines to those parked in daylighted intersections. The two ticket types were schedule for:
Unmarked curbs/intersections: $40
Marked/painted curbs: $108
After consideration, SFMTA scrapped those plans for the unmarked curbs ($40 tickets).
San Francisco Daylighting Rules, Tips
If a vehicle is parked in an area (grey, unmarked) and is painted red while parked there, the SFMTA should provide a 72-hour grace period before issuing a ticket (which coincides with the max amount of time anyone can park a car anywhere in the city). If not, you should be able to contest the ticket.
San Francisco Daylighting Criticism
According to this report by KPIX: Once completed, about 5% of parking spots will be removed in the city (~13,000 spaces)
Blame should be on drivers of unnecessarily larger vehicles blocking the vision of intersections and those double-parked or parked in said painted intersections.
If you see vehicles parked in red curb zones, you can report them via the 311 app.
Unfortunately, one cannot report vehicles for taking up two/multiple spots with inefficient parking on streets but that hasn’t stopped individuals from issuing their own personal notes on vehicles.
