There are lots of places to promote events, classes and services across the city. For the most part, people use one of several methods including:
Poles
Ticketing platforms (even if not selling tickets)
Community Bulletin Boards
Event websites, newsletters & magazines
Classifieds (Craigslist, Reddit etc).
Depending on the nature of the event, one channel may be better than others.

Bulletin Board Etiquette, Rules San Francisco
Don’t post things larger than 8.5” x 11” (ideally have options for smaller sizes in case bulletin boards are filled up).
Don’t post multiple signs up.
Remove signage after your event is concluded
Don’t take down other signs (unless event has ended or there are multiple signs)
Use staples on wooden boards, use push-pins on quark boards
For private bulletin boards (cafes, bookstores, etc) ask for permission first
Ideally buy something there first to support business
Don’t post items outside of the designated space
Don’t post inappropriate content especially in places where there is youth

Posting Flyers In San Francisco
There are rules for posting flyers on public property like city poles. Some of them are listed below. Also note, signs on historic poles are prohibited i.e. North Beach, Market Street basically old, vintage poles.
Many folks ignore the above rules but if you do so, your sign will likely be taking down more quickly (in some cases hours, if not minutes). People can also report signs that violate rules to 311 (and they should as they make others look bad).
Do not staple signs to poles either.

There are no community bulletin boards (at least outdoors) in San Francisco. Most people post flyers on posts in downtown San Francisco. There might be a few shops in the Financial District and SOMA areas but there are more in places further out in more neighborhood-y areas.

Below are my recommendations and insights into ~dozen public bulletin boards across San Francisco) and a few private ones in stores, cafes. Depending on interest, I will add more options, details and notes to the ones below.
Muriel Leff Park, Inner Richmond
Wooden board in this tiny dog park, mostly utilized by their dogs of the park flyers so not really much room here but worth keeping an eye on in case they are removed.
